Functions, tasks and Authority
Functions:
The Personnel Division is an affiliation of the GOPFP. It is to assist the Director General in terms of public administration in staffing, international cooperation, research and training, staff training in the PFP field.
Tasks and authority:
1. Develop legal documents, policy on personnel, international cooperation, research and training in the PFP field, provide guidelines for implementation;
2. Develop long-term, five-year and annual plans, and international cooperation programs and projects on personnel, research and training, provide guidelines for implementation;
3. Personnel:
a) Collaborate with other GOPFP Divisons to develop and submit GOPFP regulations on functions, tasks, authority, and working mechanism of the GOPFP;
b) Develop a PFP personnel scheme
c) Provide guidelines to implement projects on staffing GOPFP
d) Participate in developing guidelines for local staffing
đ) Assist civil societies and NGOs on PFP
4. Personnel:
a) Develop plans for GOPFP’s staff, adiministration level and implement
b) Develop regulations for staff adiministration, responsibilities and authority of Head of division, number of staff and staff titles.
c) Develop specific task for each staff title
d) Develop staff plan and salary for GOPFP, monitor the implementation
đ) Prepare income report of the GOPFP
e) Prepare and submit the Director General proposal on staff recuitment, employment and management, provide guidelines for implementation;
g) Implement personnel stipulations
h) Manage staff profiles
5. Staff training
a) Implement public administration on training of PFP staff;
b) Develop training plans for local PFP staff; develop criteria for PFP training;
c) Develop training curriculum, contents and methods for PFP staff and local trainers, submit authorized officials for approval
d) Recruit and manage staff trained abroad; submit authorized officials for approval
6. Implement international cooperation:
a) Develop international cooperation plan, exchange PFP scientific information with other countries, international organizations and individuals in collaboration with GOPFP; provide guidelines for implementation;
b) Provide guidelines for implementation, monitor the implementation of legal documents on international cooperation, and international regulations of the GOPFP;
c) Prepare draft letter of memorandum, agreement of international cooperation on PFP, monitor the implementation of cooperation activities under the management of GOPFP;
d) Prepare and organize GOPFP’s international meetings, negotiations, conferences and workshops; conduct receptions, ignuagurations and interpretation for GOPFP’s meetings with international organizations and individuals
đ) Supervise and monitor PFP programs and projects funded by international organizations
e) Collaborate with the Communication-Education Division to implement PFP international cooperation;
g) Collaborate with other divisions to manage documents relating to GOPFP’s international cooperation;
7. Public administration of GOPFP’s scientific research:
a) Provide guidelines for develoing GOPFP’s long-term, medium-term and annual research plans; manage scientific research activites; disseminate research results and application;
b) Collaborate with related organizations to develop and submit contents and list of research;
c) Assess, review and approve scientific research;
d) Monitor and evaluate scientific research, review GOPFP’s research activities;
e) Propose rewards for distinguished scientific research
8. Monitor and supervise the organization work of institutions of GOPFP and local levels;
9. Manage the office protection and staff
10. Develop program and plan of administration-reform, provide guidelines for implementation;
11. Propose, participate in research issues relating to assigned work; provide guidelines for implemention;
12. Manage the Division’s staff and asset;
13. Implement other tasks assigned by the Director General.
